Implement a searchable database of every expenditure of federal money. Allow full search of every check written by the Treasury, searchable by date, department, district, and authorizing law. Obviously some expenditures would need to be aggregated for security or privacy reasons, but this very concept has already been implemented by banks and credit card companies for personal accounts. Federal Tax Return Data of residents should be made available directly to city tax departments. At present this information is only available in Ohio at least through agencies such as RITA with lobbying power.
The Treasury Department should not allow the lenders to include forebearance in denying people access to the modification. If you are truly interested in helping people stay in their homes, you need some parameters and compliance on the part of the banks.
